| The San Manuel Band of Mission Indians is a federally-recognized American Indian tribe based in Highland, California. In 1891, President Chester Arthur, by presidential executive order, established the San Manuel Indian Reservation by setting aside 640 acres along the steep foothills of the San Bernardino Mountains. As a tribal government, San Manuel has the same obligations of all other governments, providing public services, building and maintaining a physical infrastructure, and creating an economy. The issue of economic development is a high priority for San Manuel as the tribe pursues all options that meet basic guiding principles, including making good business sense, does not conflict with the tribe’s cultural philosophy, provides revenues for the long-term, and enhances the tribe’s governmental sovereignty.
